Why turn down other work for a product that would not be aired?) If it is part of the contract, I would not consider 2am, unadvertised as meeting the obligation either. Another thought is that the show is on to help promote Sisto who will be on Law and Order. And a third thought is too far out so I won't go there now.
It's interesting that it only seems to be showing on
NBC Owned and Operated Stations Link.

1) My guess is that NBC has the viewing rights to the 13 episodes.
& they have continued the series from where it was cancelled.
2) & as you mentioned get some air time for Jeremy Sisto for
Law and Order.
Law and Order will probably assign JS Kidnapping Cases.
