I believe the law is in reference to "skill" competitions. I am really not sure how reality tv falls into this other than its own integrity. Personally TBL would mostly be judged the harshest because there is something tangible to provide evidence to. Shows like American Idol, Survivor, Big Brother, etc. I am not sure how they could really prove something that is being done dishonestly.
That being said, I do wonder whether there is an electronic recording of the constestants weight for some type of audit? It would make sense to me that there has to be some type of record. Perhaps those on the board who have been on the show can attest to this or not. I am also curious as to their official weigh-in whether they do in fact get to see their numbers. I assume not, but that must be odd and could be a cause of concern.
I am pretty sure that any show that has a prize falls under the law. The only difference with BL is that it is a competition centered around health. But all the same, they are still competing for a cash prize.
With today's day and age, and knowing how Dr. H loves his stats, I can say that everything is being tracked electronically (computer). Maybe Mr. McNutt or whoever can verify.
They do not get to see their numbers when they do an official weigh in. They don't know thier weight until the actual filming on the prop scale.
Personally, I think that because mostly everyone wanted to see a female winner, that Ali's hard work was aided by some subconscious will of all parties involved. For example (and I say this hypothetically), let's say that Rodger wanted to win but knew the pressure was out there for a female winner from the masses of fans and from the production staff. So his body shut down subconsciously and he didn't lose as much as he could of to take home the prize. And because of the pressure, Ali worked double as hard. THE IS ALL SPECULATION and my opinion based on observations (lol) - so don't take this seriously please.
