It looked like there were just too many of them. Weren't they kind of stumbling over eachother trying to get to her? Then back-up agents came busting in after she escaped in the elevator to bring back down... they went to a lot of trouble to apprehend one elderly prophet.
So why
did they? If anyone believes Angela may actually have a power we don't know about yet, the measures they took to capture her may have been necessary. That could also explain why they
didn't (Prior to Peter's unexpected rescue, that is).
On the other hand, it could also be that because of Danko's personal vendetta against Angela- based on his knowledge of the Petrelli family legacy as well as the dirt she eluded to having on HIM in "Shades of Gray"- he sent in everyone he had intending to ensure her capture.
Whatever that was about, I still think there's a LOT more to Angela- past, present, and future- than we know as of yet, and probably for good reason. Time will tell.
