After baby matt turned Hiro's power back on, he got his time manipulation back but not teleportation through space. But Peter took Hiro's ability and he teleported to Jeremy's house. Does this mean Hiro has his space manipulation but can't use it because of his brain thing? If not then how can Peter take something from Hiro's original power that Hiro himself doesn't have anymore?

No I'm disagreeing. He still has it the tumor is just blocking it hence why Peter was able to get it from him.
